From view of the Systems Theory, a organizations competence is the competence of the social system of the organization. As social systems require living entities, in a organization we as the humans are the contributors to the overall competence of the organization. Emergence is a quality of systems, where the sum of its parts is something different than the parts itself.

The European Union recently put its car
manufacturers in front of their own choice to a draft of legally
binding limits of CO2 emissions of cars with 2012 at a level of 120g
per driven kilometer. This step of the EU is founded within the
observation that it seems improbable to the EU that european carmakers
will achieve its voluntarily chosen goal to cut CO2 emissions on new
manufactured cars.
Very interesting to observe is the reaction of the by that relevant
organisations, sourcing from their top management levels.
